Horsfall Beach is a day-use area within the Oregon Dunes National Recreation Area adjacent to a staging area for the park's off-road vehicle trails. While the ORV trails tend to get very busy during the summer months, the beach itself sees relatively few visitors, having only about a dozen parking spots. The day-use area shares amenities with Horsfall Beach Campground, including bathrooms and a parking area. Two trails allow visitors to climb over the sand dunes and descend onto the sandy beach on the other side.

The beach also has a plank walkway leading up to an observation deck with two benches atop the sand dune, offering views along the beach and giving visitors a higher vantage point for watching the annual whale migrations. Visitors are required to pay the $5 day-use fee upon entering the recreation area. Horsfall Beach is open daily from 6 a.m. until 10 p.m.
